FOR EVERY LEARNER

Education Rights, Inclusion and Safety

A guide connecting bullying, accessibility, additional learning needs, guidance and gifted education, digital privacy, workplace learning and school safety.

School choice is not only an academic result. Physical and psychological safety, support for different learning needs, accessibility, data and image privacy, responses to bullying and adult responsibilities are central parts of the decision.

This section does not provide a diagnosis, legal opinion or individual special-education decision. Families should speak directly with the school, guidance services, health professionals and responsible authorities where necessary.

FREQUENTLY ASKED QUESTIONS

Questions that arise while deciding

These answers provide general guidance; check the official document for the relevant year for rules that can change.

01Does guidance assessment permanently label a child?

Assessment and support aim to understand needs. Purpose, scope and data use should be explained clearly by responsible professionals.

02Does gifted-education support replace school?

No. It supplements mainstream education. Current application and assessment rules are followed through MEB announcements.

03Is bullying only physical assault?

No. It can be verbal, social, digital or exclusionary. The school should have clear reporting and response processes.

04Should a school obtain permission to publish images?

Children’s images are personal data. Purpose, scope and retention must be clear and relevant permission and legal processes followed.

05Can a learner on placement be given unlimited worker duties?

No. Educational purpose, safety, working time, insurance and adult supervision must comply with the programme and rules.

06Does this guide provide legal or medical advice?

No. Individual cases should be discussed with the school, guidance services, health professionals and responsible authorities.

07Who should a learner tell about a safety concern?

The school should have a known reporting route through the teacher, guidance service, leadership or responsible unit. Families and emergency services are involved for urgent risk; the learner should not manage it alone.

08What is a reasonable educational adjustment?

It is an appropriate change to environment, materials, time or assessment that supports access. Needs are individual and should be planned through authorised assessment and school processes.

09What if a school app requests unnecessary permissions?

Ask whether the permission is necessary, use refusal or limitation options where possible, and request an explanation of data use. Location, microphone and contacts need particular protection.

10Can a learner refuse unsafe placement work?

Tasks that breach safety rules or create risk outside the educational scope should be reported to the school and responsible adults. Detailed rights must be checked in current rules and the agreement.

EVIDENCE AND RETURN PLAN

Education Rights, Inclusion and Safety: turn information into a decision

Completing this page does not mean that every decision about education rights, inclusion and safety is settled. To make the information usable, the learner should bring personal circumstances and current official evidence into one decision file. The plan below turns general guidance into observable evidence, uncertainty into a verification question and a first reading into a record that can be revisited.

Begin by examining “Where can you go from here?” beside “Early-Years Safety”. For each heading, record one real situation, one unknown and one question to verify through a reliable source. Then test the suggestion under “Digital and Social Safety in Middle School” on a small scale. Do not record only success or failure; note time used, support needed, the error encountered and what would change in a second attempt.

The third layer is comparison. Evaluate the focus “Rights and Safety in Placements” against at least two alternatives using the same criteria. Criteria should not be the title, institution name or first impression alone; use everyday practice, accessibility, time and cost, safety, source freshness and the learner’s own view. Do not assign a guessed score to missing information. Mark it clearly as “to be verified” and name the responsible source.

For dates, conditions, fees, quotas, rules or application details that can change, do not rely only on the page’s review date. Open the primary official notice, record its date and scope, and preserve the earlier value in a version history when information changes. This makes it possible to see which decision relied on which evidence at a particular time.

The final step belongs to the learner. Answer: what did I understand, what remains doubtful, what support do I need and what is my next small action? Keep parent or teacher observations in a separate row rather than replacing the learner’s view. Reopen the same record after one week or one month and compare changed evidence with needs that remain.
